In order to thoroughly implement the idea of ​​the new national infrastructure construction (hereinafter referred to as “new infrastructure”) and accelerate the comprehensive development of the mobile Internet of Things, the Ministry of Industry and Information Technology recently issued the “General Office of the Ministry of Industry and Information Technology on Further Promoting the Comprehensive Development of the Mobile Internet of Things”.   1. What is the background of the “Notice”?

The Party Central Committee and the State Council attach great importance to the development of mobile Internet of Things. General Secretary Xi Jinping pointed out that it is necessary to “vigorously cultivate new technologies and applications such as artificial intelligence, Internet of Things, and next-generation communication networks.” In February 2013, the State Council issued the “Guiding Opinions on Promoting the Orderly and Healthy Development of the Internet of Things”, and in December 2018 the Central Economic Work Conference proposed the concept of new infrastructure, emphasizing the need to “accelerate the pace of 5G commercial use, strengthen artificial intelligence, industrial Internet , Internet of Things and other new infrastructure construction”, the meeting of the Standing Committee of the Political Bureau of the Central Committee held on March 4, 2020 pointed out that it is necessary to speed up the construction of new infrastructure such as 5G networks and data centers.

In order to thoroughly implement the decisions and deployments of the CPC Central Committee and the State Council and promote the all-round development of the mobile Internet of Things, the Ministry of Industry and Information Technology, on the basis of extensively soliciting opinions from local governments, industries, and research institutions, has formulated and issued the “On Further Promoting the Mobile Internet of Things”. The Circular on All-round Development”, proposed to accelerate the construction of mobile Internet of Things network, strengthen the research on mobile Internet of things standards and technologies, improve the breadth and depth of mobile Internet of things applications, build a high-quality industrial development system, and establish and improve the mobile Internet of things security system. 11 specific tasks to promote the comprehensive, healthy and rapid development of the mobile Internet industry.

  2. What is the current development of my country’s mobile Internet of Things? What difficulties and challenges are you still facing?

As a new type of infrastructure based on cellular mobile communication technology, the Mobile Internet of Things is an important driving force for the digital transformation of the economy and society. Deeply promoting the comprehensive development of the mobile Internet of Things will play a positive role in further expanding the development space of the communication industry, promoting the digital and intelligent transformation of vertical industries, and promoting the demand for consumption upgrades. Driven by various national policies, my country’s mobile Internet of Things has shown a good development trend. By the end of last year, my country had built more than 700,000 NB-IoT base stations, achieving continuous coverage in major cities and towns and above, laying a solid network foundation for the development of various applications. The number of mobile IoT connections in the entire network exceeds 1 billion, of which the number of NB-IoT connections has exceeded 100 million, and emerging large-scale applications such as smart water meters, smart gas meters, and smoke detectors continue to emerge. The new crown pneumonia epidemic that occurred this year has brought a great impact on all walks of life and the lives of people around the world. The management and control requirements to reduce interpersonal contact have also made the Internet of Things come into play, non-contact remote thermometers, patrol drones, and epidemic prevention. A series of products such as robots and induction door sensors in isolation areas have been widely used in epidemic prevention and control and resumption of work and production.

Although the development of mobile Internet of Things represented by NB-IoT has achieved remarkable results, it still faces some challenges. First, NB-IoT applications need to be further popularized. At present, most of the NB-IoT connections in my country are concentrated in a few cities, and the base stations in other areas have light load or no load phenomenon. Second, the proportion of advanced mobile communication technologies used in IoT connections needs to be further improved. Compared with advanced technologies such as NB-IoT/4G/5G, 2G/3G technology has lower spectrum utilization efficiency. However, among the existing existing IoT connections, 2G/3G connections still account for a large share, and they account for nearly 20% of new IoT connections. The technological ladder carries the development pattern of various IoT connections. Third, the NB-IoT network coverage needs to be further improved. In some areas, the coverage level of NB-IoT network cannot fully meet the requirements of carrying 2G connection migration, and the coverage depth in local areas needs to be strengthened as needed.

  3. What is the overall objective of the Notice?

Accurately grasp the evolution trend of global mobile Internet of Things technical standards and industrial structure, promote the migration of 2G/3G Internet of Things services, and establish NB-IoT (Narrowband Internet of Things), 4G (including LTE-Cat1, i.e. rate category 1 4G network) ) and 5G integrated mobile Internet of Things ecosystem, on the basis of deepening 4G network coverage and accelerating 5G network construction, NB-IoT meets the needs of most low-rate scenarios, and LTE-Cat1 (hereinafter referred to as Cat1) meets the needs of medium Speed ​​IoT requirements and voice requirements, and use 5G technology to meet higher-speed, low-latency networking requirements.

By the end of 2020, the NB-IoT network will achieve universal coverage in the main urban areas of cities above the county level, and in-depth coverage in key areas; the number of mobile IoT connections will reach 1.2 billion; promote the convergence of NB-IoT module prices with 2G modules, and guide new IoT The terminal is migrated to NB-IoT and Cat1; a batch of NB-IoT application benchmarking projects and NB-IoT million-level connection scale application scenarios are created.

  4. What key tasks are deployed in the Notice?

The “Notice” proposes work requirements and tasks and measures in terms of accelerating network construction, strengthening standards and technology research, improving the breadth and depth of applications, building a high-quality industrial development system, and establishing a sound security system.

In terms of network construction, speed up the improvement of mobile Internet of Things network deployment, increase NB-IoT network deployment, deepen 4G network coverage, accelerate 5G network construction, support LTE-Cat1 development, and encourage existing 2G/3G Internet of Things services to NB- IoT/4G/5G network migration. By building a synergistic and complementary mobile Internet of Things network to meet the network coverage requirements in different scenarios.

In terms of standards and technology research, the “Notice” emphasizes that the development of mobile Internet of Things and vertical industry integration standards will be accelerated, and the NB-IoT standard will be promoted into the ITU IMT-2020 5G standard. At the same time, promote the formulation and implementation of technical standards such as mobile Internet of Things terminals and platforms, and improve the standardization level in the fields of industrial manufacturing, smart home, and logistics tracking.

In terms of integrated applications, the innovation and development of the mobile Internet of Things will be promoted around the three major directions of industrial digitization, intelligent governance, and intelligent life. Extensively collect practical cases to build a mobile Internet of Things resource library, select high-quality cases to build pilot demonstrations, and improve the depth and breadth of mobile Internet of Things applications.

In terms of industrial system, accelerate the research and development of new-generation mobile IoT chips, modules and other products, reduce the cost of modules, and promote industrial-scale applications; support basic telecommunications companies to build mobile IoT connection management platforms and open their capabilities to guide the industry Apply enterprises to build vertical industry application platforms with intelligent equipment integration, intelligent equipment and data management, and intelligent system operation and maintenance, encourage capable enterprises to build open laboratories, and form a development pattern of large and medium-sized enterprises; support the development of mobile Internet of Things networks Quality assessment test, standardize market behavior, and support mobile communication resale enterprises to carry out mobile Internet of Things business innovation.

In terms of security assurance system, the mobile Internet of Things security protection and data protection shall be strengthened by establishing a security management mechanism, strengthening security monitoring, supporting network security core technology research, and carrying out product security assessment and other tasks; by establishing a mobile Internet of Things security standard framework, increasing Tasks such as research on security technology and means consolidate the basic security of mobile Internet of Things.

  5. The “Notice” mentioned that it is necessary to “enhance the breadth and depth of mobile Internet of Things applications”. What scenarios are currently mobile Internet of Things mainly used in?

At present, the integration application of mobile Internet of Things and vertical industries is deepening, and the coverage scenarios are becoming more and more extensive. At present, mobile IoT applications mainly include three main lines:

Supply-side productive IoT: IoT is deeply integrated with traditional industries such as smart industry, smart agriculture, and smart weather to form an industrial IoT, which has become the infrastructure and key elements required for industry transformation and upgrading.

IoT systems for smart cities: applications such as smart water meters, smart gas meters, and electric bicycle management have been deployed on a large scale. The construction of a three-dimensional urban information collection system based on the Internet of Things is accelerating, which will be a new platform for IoT application integration and innovation .

Consumer Internet of Things facing the demand side: The mobile Internet of Things, which integrates the Internet of Things and the mobile Internet, is highly innovative and breeds large-scale consumer applications such as wearable devices, smart homes, smart hardware, and health care.

  6. How to implement the tasks of the “Notice” and what safeguards are there?

In order to ensure the effective implementation of the tasks related to promoting the mobile Internet of Things, the “Notice” proposes five safeguard measures: first, formulate a development roadmap for the mobile Internet of Things, guide the newly added Internet of Things terminals to no longer use the 2G/3G network, and promote the stock market. 2G/3G IoT services migrate to NB-IoT/4G/5G networks. The second is to establish a mobile Internet of Things development index model, carry out the assessment of the development level of the mobile Internet of Things, and promote and guide the development of mobile Internet of Things applications and industries in various places. The third is to consider the needs of smart applications in infrastructure construction, and do a good job in the construction of mobile Internet of Things infrastructure or reserve space in advance. The fourth is to implement supervisory responsibilities, improve the monitoring, detection and disposal mechanism of Internet of Things harassing calls and spam text messages, guide enterprises to launch various new mobile Internet of Things terminal products in accordance with laws and regulations, and create an orderly market environment.
